There was a "mixed multitude" who came out of the land of Egypt. It wasn't just Hebrews who made the journey out of the land. There were foreigners, sojourners, and Israelites who came out. The Passover was to be observed by the "entire congregation of Israel." The stranger had to do something first though - he was to get circumcised, and come near. Just like Ruth, they had to make Israel's people their people, and Israel's God their God.
