Blake, City of Houston Public Works & Engineering Planning & Development Services - Code Enforcement discusses building permitting with reused materials.

Phillips founded The Phoenix Commotion, building creative, charming affordable homes in Huntsville for 9 years from materials that builders and others discard, using unskilled labor that he trains.  Home owners must assist with construction and qualify for a 5 year mortgage.
