Several years ago Chicago Mayor Richard Daley made headlines as he pushed to ease the penalties for use of small amounts of marijuana. He advocated fining offenders $250 to $1,000 rather than imposing jail terms. Although it remains a federal crime to use the drug, several states have decriminalized possession in small amounts and more and more states are passing laws legalizing its use for medical purposes.
