A new report from the HIV/AIDS Legal Network has found that the prevalence of HIV in Canadian prisons is between 10 and 20 times higher than the country as a whole. The group blames the rampant use of dirty needles among injection-drug users. It also recommends implementing needle exchange programs because right now, not a single Canadian prison permits the distribution of clean needles.
