Die Bombe war in einem Lieferwagen versteckt, den die Attentäter hinter der Kaserne der "Guardia Civil" abgestellt hatten. Es sei ein Wunder, dass niemand getötet wurde, sagte ein Sprecher der Regionalregierung. Für den Anschlag wird die baskische Untergrund-Organisation ETA verantwortlich gemacht, die seit den 1960er Jahren für einen autonomen Baskenstaat im Norden Spaniens und Südwesten Frankreichs kämpft.MÜNCHEN: Zahlreiche Aktionäre der maroden Immobilienbank Hypo Real Estate (HRE) wollen nach Informationen der "Süddeutschen Zeitung" in einem Musterprozess mindestens 200 Millionen Euro Schadenersatz einklagen. Der frühere Vorstand solle Risiken verschwiegen haben, berichtet das Blatt. Hinter der Massenklage stünden Fonds mit tausenden Anlegern. Da die HRE praktisch verstaatlicht wurde, müsste am Ende der Bund zahlen. An diesem Mittwoch setzt der HRE-Untersuchungsausschuss des Bundestages seine Zeugenvernehmungen fort. Am Dienstag hatte Deutsche Bank-Chef Josef Ackermann im Ausschuss erklärt, zur Rettung der Bank habe es keine andere Möglichkeit gegeben, als Steuergelder in Milliardenhöhe einzusetzen.RÜSSELSHEIM: Der Opel-Betriebsrat rechnet nach einem Bericht der "Bild"-Zeitung im Falle einer Übernahme mit einem deutlich stärkeren Stellenabbau als bisher angenommen. Das Blatt berichtet unter Berufung auf einen Brief des deutschen Betriebsrats an die europäischen Kollegen, längerfristig seien europaweit bis zu 22.000 Arbeitsplätze gefährdet. Offiziell haben RHJI und der kanadisch-österreichische Autozulieferer Magna erklärt, sie wollten bei einer Übernahme maximal 10.000 Stellen streichen.WIESBADEN: Der gestohlene Dienstwagen von Bundesgesundheitsministerin Ulla Schmidt ist wieder aufgetaucht. Das teilte das Bundeskriminalamt in Wiesbaden mit. Demnach wurde der rund 100.000 Euro teure Mercedes in der Nähe von Schmidts spanischem Urlaubsort Alicante gefunden. Die Diebe hätten offenbar wegen der hohen medialen Aufmerksamkeit das Interesse an dem Auto verloren, hieß es. Der Diebstahl hatte für Aufsehen gesorgt, weil die Ministerin den Wagen samt Fahrer an ihren Urlaubsort hatte bringen lassen, um dienstliche Termine wahrzunehmen. Dies war als unnötig kritisiert worden. BISCHKEK: Bei Protesten gegen die Präsidentenwahl in Kirgisistan hat die Polizei zahlreiche Menschen festgenommen. Laut Agenturberichten wurden in der Hauptstadt Bischkek bis zu 200 Demonstranten abgeführt. Die Regierungsgegner hatten Amtsinhaber Kurmanbek Bakijew Wahlbetrug vorgeworfen und eine Annullierung der Abstimmung vom vergangenen Donnerstag verlangt. Schwere Verstöße gegen internationale Standards hatten auch internationale Wahlbeobachter bemängelt.ABUJA: Im Norden Nigerias gehen Armee und Polizei weiter mit aller Härte gegen radikale Islamisten vor. Korrespondenten berichteten von heftigen Gefechten in der Stadt Maiduguri. Staatspräsident Umaru Yar'Adua zeigte sich zuversichtlich, dass die am Sonntag aufgeflammten Kämpfe bald beendet seien. Die Regierung habe gehandelt, um ein potenziell gefährliches Problem an der Wurzel zu packen, erklärte Yar'Adua. Die Aufständischen wollen eine Ausweitung der islamischen Rechtsordnung auf ganz Nigeria erzwingen. Bei den Gefechten sollen seit Sonntag mindestens 150 Menschen getötet worden sein.ERBIL: Der Präsident der kurdischen Autonomieregion im Nordirak, Massud Barsani, ist im Amt bestätigt worden. Nach inoffiziellen Angaben erhielt er bei der Wahl vom vergangenen Samstag rund 68 Prozent der Stimmen. Einen Achtungserfolg konnte demnach der kurdische Dichter Kamal Marawdeli erringen. Das offizielle Wahlergebnis dürfte spätestens am Donnerstag vorliegen.CHISINAU: In Moldawien wird zum bereits zweiten Mal in diesem Jahr ein neues Parlament gewählt. Der scheidende Staatschef Wladimir Woronin von den regierenden Kommunisten hatte die Volksvertretung auflösen müssen, nachdem die Wahl seiner Nachfolgerin mehrfach knapp gescheitert war. Erwartet wird bei der neuerlichen Stimmabgabe wieder ein Sieg der Kommunisten. SCHANGHAI: Der europäische Flugzeugbauer Airbus kann auf einen milliardenschweren Auftrag aus China hoffen. Die private Fluggesellschaft „Spring Airlines“ teilte mit, sie wolle ihre Flotte bis 2015 um 87 Maschinen erweitern und dabei ausschließlich auf Airbus-Flugzeuge setzen. Etwa 30 Maschinen vom Typ A320 sollten sofort gekauft werden.BERLIN: Bahnfahrer haben in Deutschland ab sofort mehr Rechte bei größeren Verspätungen und Zugausfällen. Die Entschädigung wird erhöht und statt Gutscheinen gibt es künftig Bargeld. Damit wird ein von Bundestag und Bundesrat verabschiedetes Gesetz umgesetzt. Die Neuregelung sieht Entschädigungen ab einer Verspätung von 60 Minuten vor. Sie stellt Kunden besser, wenn diese bei Verzögerungen ein Taxi nehmen oder gar übernachten müssen. So erhalten Reisende bei einer Verspätung von einer Stunde 25 Prozent des Fahrpreises erstattet, bei zwei Stunden 50 Prozent.MÜNCHEN: Der Autobauer BMW steigt nach der laufenden Saison aus der Formel 1 aus. Vorstandschef Norbert Reithofer sagte in München, die freiwerdenden Ressourcen sollten in die Entwicklung neuer Antriebstechnologien und Projekte im Bereich Nachhaltigkeit fließen. Er sprach von einem konsequenten Schritt im Zuge der strategischen Neuausrichtung des Unternehmens. BMW bleibe gleichwohl auch künftig im Motorsport engagiert. Now the government is offering incentives in a bid to clean up some of its most polluted cities.China has surpassed the United States as the world's biggest carbon emitter. That’s according to a new report released by the research consortium Global Carbon Project (GCP). Until 2005, rich countries emitted most of the world's man-made CO2. Today, however, developing countries, including China, account for 53 percent of the total. This is due mainly to a soaring demand for coal and a surge in cement production.
More than two-thirds of China’s power is coal generated. And while the skies over Beijing were generally clear for the Olympic period, smog still clouds the air in China’s coal capital, Shanxi province. Located in the country’s mid north, Shanxi is home to three of the country’s most polluted cities. For years, coal, and industrial pollutants have blackened the air and contaminated the water and soil. But now the central government is offering incentives to get Shanxi’s cities to clean up their backyard.

India has a diverse landscape, with a long coast line, tropical rainforests in the south and glacier covered mountains in the north. All of these areas are feeling the effects of climate change. In part three of ‘Climate Witness’ we meet Nafisa DaSouza, convenor of the Network on Ethics and Climate Change in India.

And while that applies to the majority of the ships in the Volvo Yacht Race, there is one that has gone a different direction.On October 11 in the Spanish city of Alicante the world’s longest yacht race will leave port, arriving in the Russian city of St. Petersburg nine months and 39,000 kilometers later. While most of the ships in the Volvo Ocean Race are sponsored by large corporations, the Russian team has formed a partnership with the Whale and Dolphin Conservation Society, or WDCS, to highlight the urgent need for better protection of the world’s whales and dolphins.
The yacht’s mainsail is emblazoned with a large logo that says "We Sail for the Whale", and the crew has been trained by WDCS to recognize different whale and dolphin species that inhabit the oceans they will be sailing through. Living Planet speaks to Nicolas Entrup, head of WDCS Germany.
Interview: Mark MattoxArtists and Scientists Spread Climate Change AwarenessIt isn’t often that art is associated with climate change. Living Planet takes a look at a group of artists and scientists which has come together to share the ideas on the subject.A forum for spreading the word about the challenges our planet is facing has traveled from Great Britain to Germany. It’s called Tipping Point, and it’s aimed at bringing together scientists and artists to share their thoughts on climate change. Since 2005 this annual series, held in partnership with the Environmental Change Institute of the University of Oxford, has blossomed into events being held in an increasing number of countries.
The first `Tipping Point´ to be organized outside the United Kingdom was run in Germany at the renowned Potsdam Institute for Climate Impact Research (PIK) last year. Last weekend the institute joined forces with The German Federal Cultural Foundation and the British Council to bring more than 100 participants together at the historic Albert Einstein Research Campus in Potsdam for their second `Tipping Point´ in Germany.
